So kind of recently i started getting this noise coming from near or on my gpu. The noise has stayed relatively the same but so far I've experienced massive frame drops. Ive had this computer for quite a while now, and never had this issue. I checked cpu and gpu usage and when I'm playing games I'm barely getting any gpu usage (like 5-20%) and maximum or near max cpu usage. Is this a graphics card issue or a cooling issue or is my cpu bottlenecking the gpu? Any help would be appreciated.

alright so im somewhat new to this and I cant record audio on my computer or phone atm. It's kind of like a chugging sound with some rattling and some times a squeak. I don't think its coil wine like mentioned above.

Sounds like one of the fans is going. Look and make sure none of the fan blades are broken, as well as make sure all the fans are spinning and none of their bearings are worn (like if they rock on their hub). I guess it would be theoretically possible to have your GPU throttle down if one of your fans is stalled, causing it to draw a ton of power that the GPU would use otherwise.

ahhhh I see. Yeah looks like one of the two fans is no longer spinning. Is there any way I can fix this myself or would it have to be replaced.

So you can do this one of 3 ways: the right way, the cheap way, and the easy way.

 

The right way would be to scour eBay for a broken one of these GPUs or a set of fans from these GPUs (they do come up from time to time, one of my friends has done this method). Then you can disassemble the cooler and swap the fans from the original ones to the new ones.

 

The cheap way would be to buy 2 120mm fans off of eBay. Take the cooler off, disassemble it so you only have the heatsink left, unplugging the fans and leaving nothing but the slab of metal. Put the heatsink back on to the card. Use rubber bands to strap those fans to the card, and plug those fans into the motherboard, and use fan control software to bind them to the GPU temperature. 

 

The easy way would be to just say "I'm due for an upgrade anyway, might as well get one." and just buy a new Graphics card and sell this to someone on ebay for $50.

 

Take your pick, I can help you out in whichever method you go with.

considering im a pretty broke senior in high school, I'd like to go with the first or second method before I buy a new gpu. Whatever would be the more efficient way would probably be preferred. Thanks a ton by the way for all the help!

Don't blame you on not wanting to pay for an upgrade, I've been there.

The first method would get you the highest resale value on the card, but the main disadvantage to it would be finding the correct fans and waiting for them to be on the market or ship here from China, as well as the fans being fairly high priced. Both methods thermally will perform similar, but the first method would would also look nicer and be a more finished product.

If I were in your situation, I would just go with the cheap method because a 960 is already gotten low enough on the value scale that doing anything with it to try to keep its value higher wouldn't be really worth it. If you can salvage fans from an old computer in your house, or from a side of the road computer, it will make this method even cheaper, and it would perform similar enough, and possibly would even outperform it that it would be the better option.
