USB Ports on Windows Startup

I've had this problem for a long time, either from my PC crashing sometimes and going into repair mode or just trying to format it, when i go into any windows part that is not the windows log in or the user itself, my USB's are not recognized. I've had this PC for 8 years and i couldn't format it because i cant use my keyboard or mouse on the windows repair menu or even if i formatted it i wouldn't be able to use them on the windows setup menu. This doesn't stop me from using the PC normally, it works just fine, the only problem is if for some reason it goes into safe mode or i have to format it, which i do.

I can go into bios on start up, i've enabled USB Legacy and even tried to put the USB on the top of the boot order, nothing worked, i'm not sure but i think this MOBO doesn't have USB 3.0 and it doesn't have PS/2. Any ideas?

So, when turning on the PC the keyboard light are on, i can go into the bios, but as soon as it goes to the windows logo, it goes off. Of course this wouldnt be a problem, but this also happens on windows repair mode. I tried to go into it a few days ago to format the pc but i couldnt leave or do anything as the keyboard and mouse didnt work.

Now I see a lot better. So it's normal for the keyboard to turn off at the windows logo, but at the recovery environment? It might be a compatibility issue if you are not using the recovery environment that you can go to when shutting down the pc because no drivers have started.

I've tried it with different keyboards and no luck with any, maybe they all require drives? i doubt it. 

It's like the MOBO turns off all usb ports.

Yes, i've tried changing it, or any kind of variation of that idea, no luck, and this MOBO has no ps/2 input, i know that would fix it. Maybe there's just no solution.

Yeah, restart and hold shift, thats where you go to format windows, cant use usb there and if i go there i cant leave, if i restart it goes back there so im stuck, it happen yesterday, had to clear CMOS.

Try to make a windows install usb bootable. Go into bios and boot Into it. Then go into the recovery environment and try to do what you did in the other RE.
