Constant High CPU usage and Low GPU usage

Reposting from reddit because I think r/techsupport is dead

 

I'm running an Intel 8600k and a GTX 1070. These numbers are pretty consistent on all games but these are from about 20 minutes of DOOM Eternal on High/Ultra, since it's a super well-optimized game. My CPU is running at a minimum of 90% usage on all cores and peaks to 100% usage every few seconds causing stuttering. GPU usage maxed at 25% during my session and runs at about 8-15% during most gameplay.

This started very recently, within the past 2 or so Windows updates. I'm on Windows version 19041.685 and my GPU driver is 480.89. I've been experiencing this on all of my modern games, also including Halo MCC, GTAV, Fortnite, and DSIII.

I've already tried reinstalling drivers a few times, and switching my power settings in control panel. It's also not a background program as the game exe itself is using all of the CPU.

I don't necessarily want to do a full windows reinstall since I have a lot of things I want to keep and I don't have an extra drive to backup all my stuff to, so if there's a solution that doesn't involve it that would be fantastic.

See, but I don't necessarily think that's true. Also, I haven't been having this issue up until very recently, within the past two windows updates. Part of me thinks it might be my RAM speed which is 2133 but again, this only started happening recently. I never had any of these issues with these games until a few weeks ago.
