Black Ops: Cold War CPU Bottleneck

I'm having a strange issue. My CPU (Ryzen 2600x @4.2ghz) will randomly start to bottleneck my graphics card. I was playing multiplayer earlier. When I started playing, everything was fine. I was getting high framerates and no dips (at 1440p). The next game, on the same map (nuketown), my GPU usage suddenly dropped to the mid 80s and my performance started to suffer.

 

There was no thermal throttling on either my GPU or CPU (cpu maxed out around 60% and 54c). Unsure why it would suddenly do this. Originally, I had this problem all the time, but I was recommended to set my threads to 6 in the config file (only goes from 2-4).
