Oddly high CPU Usage?

So I have a intel i5-7600k.

It is usually at 100% usage when playing games like GTA V, which my CPU should be able to handle fairly well. I'm fairly certain it's not being underpowered, my 1070 GPU barely jumps about 10% usage.

I really started to notice this problem when I got VR. In theory I have a VR ready PC, but it struggles.

I was planning to upgrade to the new Ryzen, but at this point, who knows when that will be, so I'm trying to make this cpu run a bit better in the meantime. Any help would be appreciated.

How high are the temperatures under after a full load, lets say after about 15-30 minutes?

Still hovering around 70, it shouldn't be thermal throttling

Yeah, probably no thermal throttling.

But already used DDU for driver reinstall? Sometimes might help.
