So I've tried everything I can see online, hardware acceleration on/off, reinstalling the browser (Chrome) clearing cache/cookies...

So far none of that worked apart from watching in a different browser and I've just found that enabling my 3rd monitor fixes it as well.  I'll usually have my 1st and 2nd monitor enabled but occasionally use my 3rd.

With just 2 monitors on I drop frames even at 144p whereas with my third one enabled I don't drop a single frame at 4k.  Does anyone know why this is and how I can fix it?
