All FE models before the 3000 series don't have a 0-rpm mode. So if you already set your fan to the minimum, it is what it is.

 

You could try to flash the BIOS from a Strix card for example to get a 0-rpm mode, but as you have a FE and not a Strix this could also brick your GPU. So i wouldn't recommend that.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

So you want to switch out your GPU for another one with a 0-rpm mode?

Most non-FE models with triple fan coolers have this feature. Be it the Gigabyte Windforce, Aorus or Gaming OC models, the MSI Ventus and Trio, the Asus Strix.

Download MSI afterburner or Precision X1 and set fan speed to custom. Set fan curve.
