Custom bootloader for Windows without Linux?

Hey guys, I'm looking to find a custom bootloader for my computer with different partitions without installing a Linux distro. I went on YouTube to find any but all require a Linux distro to get a GRUB bootloader which is quite frustrating.

 

Is there any programs/bootloader that let you do this?

Why do you want this if you are not dual booting?
