What games are you playing?

 

For graphically simple stuff like Minecraft, I wouldn't be surprised -- a high-end card is essentially at idle running Minecraft. If it's something more intense, I'd be more inclined to think it's a reporting error.

 

At the end of the day, if your framerates are good, it doesn't really matter if the reporting is broken.
