Hi Everyone.

Im noticing that im getting bad frame drops when i enter any town.

I go from a solid locked 60fps to the 30s.

I check and my GPU and CPU is sitting at around 30% Usage.

tried it at 1080P and 4K and both exact Same.

Is the an issue on the Game Side?

PC Specs Below.

Ryzen 5 3600

RTX 3070

ASrock X470

16GB 3600Mhz

Its the game's problem. ESO is terribly optimized for cpu workloads and relies on single core peformance. Even with the best rig out their you will drop frames in raids and in cities like Vivec City. Turning shadows and reflections to low as well as lowering the view distance (these things are rendered with CPU at high settings but  GPU at lower settings) will drastically improve performance without dropping much quality.

Might be a bit late but

Try running at Fullscreen

Lower the view distance to half (it really does not matter you can still make out important details

But like others said it's generally ESOs issue

Dropping shadows to low causes mad shadow popin and is super distracting

Then disable shadows. Shadows and reflections in eso cost a lot of cpu usage. Search for tweaks online and there are lots of guides on both reddit and eso forums on how to get best performance. I am running ESO on my laptop with a 10870h and 140w rtx 3070 and am getting 144fps locked everywhere on highest LOD but with tweaks. Lowest doesn't get below 100fps even in cities. Your hardware should be fine for 60+ fps at 1080p. CPU/GPU usage will be low bc the game engine is ancient and only uses 1core so your other 7 cores are sitting at 0% usage when the single core is maxed. Graphics aren't super intensive either so GPU usage is low.

Do you think ZOS will ever update their engine?

Not sure. Don't think its the highest priority for zos rn. I do think eventually they might, now that they are owned by Microsoft and will have a lot more resources, but from their last developer update even though they upgraded servers they didn't have any news about updated engine. I hope they do though so we can actually get multicore usage + improved improved gpu/cpu optimizations so some calculations currently done on cpu can be offloaded to gpu.
