Without even looking I can say that this question is perhaps unanswerable.  Prices jump wildly by time and area.  I can only tell you if the system has any extremely overpowered or underpowered components relative to the other parts.   I can say two things:

1: that gpu may not actually be gettable. I’d confirm it’s actual existence with the place it is being bought from

 

2: That PSU might be underpowered.  People are finding the states PSU requirements for amphere are sometimes low.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Don’t think 650watt will be under powered. The card draws at most 200 watts and a 650 gold psu should be fine.

Sure but what is peak transient voltage? No the average.  The very tippy top that it draws for only fractions of a second.  The issue is modern GPUs and CPUs both do this. If one gets a perfect storm and it happens at the same time will it be enough to trip the overvolt protection?

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Watch the recent 3060ti build videos. A lot of them use 650watt bronze psu’s. I am using a 3060ti with my 650watt build.

Your "fix" list looks very good. But if gaming is the main goal, the 5600X will be a better CPU for the price (if you can find one). Rest is solid, but you could also save 50$ by going with a B550 tomhawk when you don't really need the X570 features. Also, with both the 3700X and the 5600X the coolers already have thermal paste pre-applied.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.
