Windows Key + R problem

When I press Windows Key + R to open Run, it opens a window for me to choose the default app (like the first picture) and when I press one of the apps it doesn't open it(like the second picture) .

Open an administrative command prompt and type

sfc /scannow

See if that fixes anything.

Is it the same if I type %localappdata% in the windows search like in the Run app.

I'm not sure what you mean. That opens the File Explorer for me.

 

Type cmd in the Windows start and right click and select run as administrator, then use the command I suggested.
