Virtual drive

Would I be able to make a virtual cd-rom drive that I could use to mount an .iso and use it to install windows 7? (Make it avaliable like a normal dvd drive for booting)please put any link to software that could do this if it is possible.

I have an OS installed but would I be able to burn the .iso to the virtual DVD and install an OS from it?
