Low GPU usage while playing fortnite

Hey...so I'm experiencing lots of FPS drops and stutters in Fortnite, I went into task manager and saw that my GPU usage was only 6% while other games run on 60% to 80%

I have GTX 1070 and Ryzen 5 2600x so my game should run just fine...

I really need some help.

Bit more info needed @JustJulija
PC specs? (Detailed if known please, particular CPU/Ramspeed/Amount, configuration/sticks)
Fortnite settings? (Resolution/settings preset)
Maybe list any background tasks you may have open while gaming,..that might be running alongside the game?

CPU Ryzen 5 2600x

GPU gtx 1070 

Hyperx Fury DDR4 3200MHz 2x8GB

MSI B350 Gaming plus

All settings are on low, frames capped on 144, but it doesn't matter if I cap on 60 because they drop to 5 fps on sudden moves.

I had no background tasks except discord.
