Performance issue's after upgrading PC

Hiya,


I recently upgraded my pc (Motherboard, CPU, Cooler, PSU) with new parts, however since I've done so I've noticed my performance in games have been lacking quite a bit. Either my FPS has huge drops or it's just low overal, it just doesn't feel stable even though I believe it was quite the upgrade for me.

 

Upgrades:

CPU: I7 7700k to a Ryzen 9 3950x

Motherboard: Gigabyte Z270p-D3 to a Asro X570 STEEL LEGEND X570

RAM: (done earlier) Don't remember the brand but it was 2 slot 2400 to Corsair D4 32GB 3200-16 Vengeance (Dual)

PSU: Brand Can't remember but 750w bronze to a Corsair RM850X (2018) 850W ATX24

 

I've build the pc myself and it seemed to work just fine when done, but after starting League I saw my fps stutter between 120-165 (While capped at 165, was less then optimal without the cap). So figured that I just needed to do a fresh instal of windows, formatted my ssd's to make sure it was a 100% fresh install with none of my old files remaining. But even after the issue's still remained, still playable at the frames. Now I bought the new Ubisoft game Immortals fenyx rising and the fps in this game is just horrid. 2k Ultra settings I get 35 average fps, high settings about 39 medium 42 and very low 48 (Skipped low as I kinda lost hope at this point). So obviously I decided to try 1080p same issue's and on very low everyting I get about 68 average fps. Which made me feel like my PC is underperforming by quite a bit.

Troubleshooting I tried for Fenyx:
- Reinstalled GPU drivers
- Updated my Bios to the latest version
- Fresh install of windows
- Switched off 8 cores of the AMD Ryzen
- Overclocked the GPU
- Updated windows to the latest version
- Pretty sure my pc's specs are fine (Spec list for Fenyx says a 2070 super should get 2k 60fps and ultra settings with a lesser cpu)
- Start the game as admin
- Verified Game files
- Reinstalled Ubisoft



Build:
CPU: AMD Ryzen 9 3950X 16-Core Processor
GPU: Asus Strix OC 2070
RAM: Corsair D4 32GB 3200-16 Vengeance (XMP enabled but running at 3000, couldn't get it stable at 3200)
Motherboard: Asro X570 STEEL LEGEND X570 (Bios version 3.31)
PSU: Corsair RM850X (2018) 850W ATX24

Right now pretty much tried all the things I could think off (And a few googled) without much result. So I do hope anyone here has the golden troubleshooting step for me, if more info is needed I'll gladly provide it.

 

Extra note: Waiting on a Asus Strix OC 3080, so the 2070 won't be in my pc much longer (I hope) but I have a feeling it's not only my Gpu which is the issue here..

what are cpu/gpu load and temps like?
Buildzoid was rambling about the newest amd bios's having a lot of wierd issues and recommended avoiding if possible (sorry, I either missed the details or they weren't given

I didn't mention the temps no, but these are the temps after a benchmark within Immortals Fenyx Rising

Edit: Still have my 8 cores disabled here, also this was on a very low 1080p benchmark which gave me a score of 63 average fps.

Just gave it a shot, sadly it didn't work. I did the same benchmark again and this time it gave me 64 average fps. It's an increase of one.

 

Edit: With 16 cores enabled I also get 64 fps

Didn't do the trick either, still at 64 fps.
