Build help Cpu/Motherboard issue?

My brother is building his first pc, he is miles away so I can be there and help him myself. 

He has a ryzen 3700, radeon 5700xt in a Msi x570 a-pro

 

When powering it on fans spin and lights come on but nothing posts. 

 

A Cpu error light come on on the motherboard. 

 

He has currently tried a cmos restart, using a DP instead of a HDMI, tried with and without the gpu and using only one RAM slot. 

 

If anyone can help to identify the problem that would be great.

It's in the right slot now, he took that when trouble shooting

If he's getting a CPU error and has already tried the easy reseats (RAM, GPU), I would say reseat the CPU, if he has not tried that yet. Make sure none of the pins got bent when he was trying to put it in.

Yeah he tried that too and sent back one cpu for a new one
