Rocket League FPS Issue

So, just as of today, Rocket League has this issue where when I go into the game (alt tab or re open from minimizing, etc.) it IS 144hz. after about 3 seconds, it caps at 60hz ( i assume, it looks awful it may be 30hz). I have no clue how to fix this and I don't wanna uninstall although that's all I can think of. I have tried changing it to borderless. back to fullscreen. v sync. capping fps at 144. nothing works.
