Building my pc and I only have my graphics card left. Unsure on which card to get. I have a budget of <650

USD 650 for a graphics card?

 

1650S will of course bottleneck a 3700X in the majority of games out there even at 1080p 16:9 (I'll go up to an RTX 2070S even if you dont use RT effects) and could go higher with GPUs with higher resolutions. You just have to elaborate more with your questions.

The most I’m willing to pay it 650 CAD. 
I was originally gonna go with a 2070 super but they all go for 800+
