strange HDD usage

You leave it on the default "auto" and on the main SSD.

Whenever I download something onto my main drive, a secondary hard drive that I use spikes in usage up to 100%. The files don't temporarily download onto the HDD, or even cache there. My main drive (m.2) is what I like to download some of my steam games on, however while downloading it uses both my M.2 and my HDD. I'm not sure if this is a steam only issue as far as I can remember, but it can be rather annoying for multitasking while downloading.

Note: I do use the hard drive for virtual memory, and I do have a separate steam library folder on the hard drive. Sorry if this is something extremely basic, searching it usually yields nothing as I'm not sure what to search for to begin with. Any explanation or help would be appreciated.

That's likely why, and it's really not a thing you want to do.

So, should I even use a lot of virtual memory, what's a good amount, I have 16gb of ram, I also have a SATA SSD that I can use for virtual memory, or even the m.2 itself.
