Motherboard/cpu fan issue

   Just got my ryzen 5 5600x, installed it into my asrock b450m pro4... before I did this my bios time from cold boot was 4.5 seconds now after flashing my bios to its latest version and re enabling ultra fast boot my bios time from cold boot is 11 seconds.

 

   Also when I turn my PC on my cpu fan starts spinning for a second, stops spinning for a second, and starts again and goes normally.

 

   Is there a explanation for either of these issues or maybe they aren't issues at all?

Restore factory defaults in your bios then re-test
