You might have a GPU bottleneck.

The low CPU usage but maxed GPU makes me think that your GPU can't keep up with what your CPU is feeding it.

100% GPU usage at 1080p? What happens when you change the settings a bit?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

but this 5500 xt card is a popular combo with this cpu

is it possible that the gpu is broken and i have to replace it?

did you check you are on the latest drivers, because if you drop the settings, the performance should increase and so should the usage

I have an rx580, it normally is at 100% but if the cpu usage is low a gpu upgrade was probably what you need, it’s happening to me too, the 580 is paired with a i5-9600k.

unlikely... also tested this card (in hindsight I'm not sure why, curiosity I guess) it's a very weak card that doesn't really perform as reviews make it out to be (even if most tell you to not to buy it!)

in short, cpu and gpu aren't a good match, your cpu has a lot more potential, and that's what you're see, you need a much more higher end card to make full use of that cpu (in fact, gtx 1070 and up)

yeah... that is normal with that combo, nothing unexpected about it ¯\_(ツ)_/¯

it simply isn't...

to not to be all negative Nancy, I would suggest to return this card, if possible... if you can't do that, then try selling it or something, it's 2020, this card would have been "good" 5- 10 years ago (sorry to say)

issue as I see it is not at least amds weird pricing, a 5700/xt would make a lot more sense, if it was cheaper... and they continue the weird pricing with the 6800... it seems a bit they're just not learning anything...

no prob! honestly looking at some benchmarks and stuff I think ideal card would be rtx 2060 / super. it's going to be a bit more pricey, but about doubles the performance compared to rx 5500, and you'll get ray tracing on top of it (whether you care about that or not lol) point is it'll perform well and also be somewhat future proof for a couple of years at least.

I know the 5500 looks enticing, but it's just weak, and I also couldn't get anywhere close to the (still underwhelming) benchmark results floating around... also in my experience amd cards may have higher highs, but also lower lows, it's just not a smooth experience most of the time, especially in newer titles.

the only game where the 5500 xt was able to provide flawless 60fps in my tests was DOA5, a 2012 game... lol. 🤷🏼
