Youtube performance issues while fullscreen gaming

Hey Everyone, ive been having this issue for sometime now so I couldnt tell you when it started. the video attached clearly shows the problem, it happens when i play in 2x speed at 1080 and becomes more of an issue when I have a game playing on another screen. Chrome has never played smooth video at 2x, firefox plays smooth but seems to be struggling with other loads on the computer.

Win10 pro x64

16gb ram

i7-8700k

1080ti

800w psu

cpu and gpu temps sit around 85 with heavy load.

utilization maxes out at 72 for cpu, gpu does max out at 100 at times, but the video stutters still happen at 60-80%

The monitor its on is a 4k monitor, is this just a case of my computer struggling to drive 3 monitors (4k, 1440, 1080) while gaming?

Thanks for all your help

The percentage usage on your GPU can be misleading at times. You can be using 100% of your GPU's potential in a particular task, but it won't report 100% usage because there are parts of the GPU die sitting idle, even though those idle parts wouldn't help your task run any faster.

Think of it like a single-core vs multi-core CPU load. A very single-threaded application will only take advantage of a fraction of the overall potential of your CPU, but there's no way of getting it to utilise that extra power because of the nature of the program you're running.

If I were to guess, I'd say you're hitting a memory bandwidth bottleneck or something akin to that due to the amount of pixels you're pushing, but I'm very willing to be wrong.

CPU: i7 4790k, RAM: 16GB DDR3, GPU: GTX 1060 6GB
