Low FPS on COD: Cold War.

Hey everyone, so i dont know if this is a common thing with this game because its new or if my system is not strong enough to handle it. With recommended settings in seeing 60-70FPS when in the last Modern warfare i was in the 150s. What gives?

 

I9 9900K/OCd 5.0 all cores, GTX 1080, 16GB of 3200 ram, ASUS 390E MB, and a nocktua fan, Temps are fantastic so its not a throttle issue. Im thinking its a GPU issue because it has seen better days.
