I have an USB controller which is detected as an Xbox 360 controller for Windows. After the system loses power, the USB doesn't boot up with Windows so I have to unplug and replug it every time.

 

Intel(R) Core(TM) i3-6100

NVIDIA GeForce GTX950

Gigabyte GA-H170-HD3 (F22e)

Corsair CX650M

1x8GB DDR4 2100MHz

Samsung SSD 850 EVO M.2 250GB

Windows 10 20H2

Try and disable fast boot in the bios.  That setting will make the machine skip detecting USB devices to make windows start faster,  but can cause other issues with USB devices.

I have Fastboot disabled, and USB energy saving is also turned off.
