My PC consists of a Ryzen 5 2600X (I've tried Auto/PBO/Manual from 4.1GHz to 4.25GHz), Nvidia 2060 (non-S) (max of +115core +500mem), 32GB 4x8 2993MHz OC to 3200MHz (tightened as much as possible in bios), 500GB Samsung Evo SSD, 1TB WD Blue HDD, and uh some WD laptop drive (I was running out of storage), 650W 80Plus Gold EVGA PSU, and 6 fans (1x 120MM Corsair LL, 3x 140MM Corsair LL, 2x 120MM Corsair ML) on a Corsair H100i RGB Platinum.

With my same specs, even worse from tons of friends and online benchmarks I've seen (including my own previous performance in games), I should be able to hit 120fps in Warzone (which I did at some point at max settings) but now barely average 90fps at the lowest settings and start to stutter and completely freeze up spiking up and down to 20fps or less. Battlefield V I can barely hit 100fps at even the absolute lowest settings but I see people run the game perfectly fine at even Ultra settings at 120fps maybe with tiny dips with the same specs. This applies to tons of games.

This also applies to non-game programs. I lag hard just using Discord (not always but often now). And Firefox (I refuse to use Chrome but the performance issues apply to Chrome as well, along with other Chromium browsers).

I would note that I built my PC about a year ago, I haven't touched the inside besides for cleaning and when I swapped for an AIO just for aesthetics and for upgrading my RAM. Only thing I have changed is that I have a quad-monitor setup now (but this issue even applies when every one of them besides my main is unplugged). All of my monitors are 1080p except for my top one. (main: 144hz 1ms 1080p 24", 2x 75hz 5ms 1080p 24", and my top one is 144hz 1ms (grey-to-grey) 1440p 32")

Does anyone know what my extreme system like performance degradation has to do with? My games went from running amazing and me being super happy to be at my PC to everything running like garbage compared to before.

A fresh Windows install and drivers would be nice, but may not be something you want to try.

I've run Norton Internet Security (as I get it from my ISP), but have since gotten rid of it because of usage, and now I've tried using Malware Bytes and Windows Defender. I haven't so far with this PC ever gotten any malware.

The weird thing is with CPU/GPU/Memory:
I literally never hit 100% in game on either CPU or GPU but get awful performance. Because one or the either should always be a bottleneck and I'd say the CPU would be but at max it hits 80% combined and GPU 50% combined in something like Warzone (higher in other games).

Games that do run well actually 99% my GPU.

Games that kinda run well and don't seem like they have issues also still don't use 100% such as Forza which runs great but not as well as it should and hits maybe 80% at max as well (gpu).

My memory idles around 20%-40% because I do use memory a lot. When doing memory intensive tasks it can hit 99% but that's extremely rare but do use more than 16GB often (which is why I have the 4x8GB).

I am building my mother a new PC (not super overkill) but I have a bunch of extra parts and she just wants it for work since she doesn't have a laptop or PC and I'm planning to get a new extra HDD, upgrade my mobo from a B450 to a B550 (for PCIe Gen.4), and possibly a 3600 (for now) but plan for a 5600X once prices are a bit lower in the future. So I will be probably doing a fresh install and do hope that resolves my issues just resetting up my entire system sounds like a pain.
