EDIT: Reposting in TroubleShooting.

Hey guys, thanks for reading.

I have a problem with my new build, only just getting around to fixing it.

It simply won't shutdown and I have no idea why, shutting the Pc down results in it turning off for around three seconds before it boots back up, same thing for putting it to sleep.

However, if I shut it down, boot into Bios and then click the power button, the Pc will stay off. Another way to shut it down is to turn the PSU off and on after shutting it down.

Does anyone have any ideas? I've seen people suggest faulty PSU cables, but I have no replacement cables I could test this with.

EDIT:

Nothing has worked so far, here is a list of what I have tried.

Reset the bios.
Cleared CMOS.

Unplugged all PSU cables, and replugged.

Tried all motherboard buttons for resetting Bios.

Tried unplugging all external devices.
Went though whole bios looking for something that could be restarting the system.

Not sure about the shutting off issue but the standby issue is due to the network card, in my experience the network interface always causes the issue, i cant remember how to solve it as i havent fixed a pc in nearly 6 months but there was a setting that disables incoming and outgoing connections while on standby, that used to awaken the pcs as shit was always getting sent. I have the feeling your issue is a lot worse.

It's a new AsRock Z87 Extreme4, I've went through all power settings and tried unplugging the ethernet cable, it still starts back up.

Did you try to unplug and plug it back in?

I'll unplug both PSU power connections and plug them back in and let you know.

This thing is seriously starting to piss me off now.

I really don't understand why it won't shutdown or sleep, but if I go into Bios and hit the power button, it'll shutdown.

Makes no damn sense.

Are you using Windows 8? I had the same problem on my moms' PC. I went through all the settings,  all the drivers, disabled support for virtual machines and the issue was still present. The only thing that actually fixed my problem was Windows 7.
