if your PC is low on power (ie mobile or low spec hardware) or have overloaded the system with a full taskbar of processes and things running in the background it can make a difference, if you are running a modern mid-high tier spec system and keep good user practices while gaming it won't make much (if any) difference at all. 

 

best practices like closing browser windows with lots of tabs, cleaning up the auto startups in task manager, restarting your computer every once in a while will make the same or more difference to what cortex does for you.
