I am looking to upgrade my CPU, the motherboard(ATX) I have isn't compatible with newer chips so that will have to be replaced as well. With Black Friday and Cyber Monday right around the corner I am looking for suggestions on CPU and motherboard combinations to upgrade to. I don't really have a hard budget but don't want to break the bank and buy the top of the line flagships. Open to both AMD and Intel, any suggestions are welcome!

Ryzen 5 2600 and B550 Pro4 / B550 Steel Legend would be a good start. Or a cheaper option: Ryzen 3 3300x and B450 Tomahawk.
