Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I'm helping my friend upgrade a PC not sure what to pick, He will play 1080p probably 60hz, stuff he will keep from current PC HDD, SSD Kingston A400 (just bought), GPU, MSI GeForce GTX970 Turbo 4G

Its a bit over budget but is a good balance of parts. It also allows for upgrades to the GPU later. You can drop the RAM down from 3600 mhz if the budget calls for it.
