The Define R4 has a bottom intake and a very nice dust filter so definitely point the fan down.

well i have a evga supernova nex650G and im not sure which option to take here, i will also have a 780 and soon to be 2 

I don't recommend running an SLI setup off of only a 650 watt psu. For that you need >750 watts.

Putting it fanside down tends to put the 24-pin closer to the tray which makes it look nicer and easier to cable route. May not be the case with your PSU but I'm not in a position to check right now

I had it face up for aesthetic reasons. My RM psu's fans don't even spin so it doesn't really matter but ended up turning it around when I closed up and finished my cable management in case I ever throw in a second one and need that airflow.

 

 

every wattage calculator and people ive talked to say thats fine, people just generally over estimate the wattage needed to run a computer

I read nvidia recommends 850W as a minimum for SLI 780s. The 2 cards alone can use up to 550W:
