No, the sockets are different.

LGA 115X has the same mounting across the board, the stock cooler for the 3570 is identical to the cooler for the 9600.

Don't upgrade to 9th gen intel,

but this is true, cheap A520 board with a VRM heat sink and a Ryzen 5 3600 is the better move.

Hey, this is my first time upgrading, I have an i5-3570 and want to get an i5-9600kf will the 3570 stock cooler work with the 9600?

No, the sockets are different.  EDIT: No they aren't, @Fasauceome corrected me, the mounting is the same

Don't upgrade to 9th gen intel though, get a Ryzen 5 3600 if you are on a tight budget and if you can spend $300, buy a 5600X!

Current System: Ryzen 7 3700X, Noctua NH L12 Ghost S1 Edition, 32GB DDR4 @ 3200MHz, MAG B550i Gaming Edge, 1TB WD SN550 NVME, SF750, RTX 3080 Founders Edition, Louqe Ghost S1

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad
