Does HDMI 2.0b support DSC?

 

and will all monitors automatically support up to 3:1 compression? So that a 2080ti could do 4k180 and 4k360 (DP1.4 can do 4k120, so 4k120x3=4k360?)

CPU: Ryzen 5500 GPU: RX 6800 RAM: DDR4 3200MHZ 48GB (2x8+2x16 GB)  MOBO: MSI B450-A PRO Display: 4k120hz with freesync premium.
