Problems with Gigabyte setup

The problem that i have is i cant update de graphics driver. If i update it my pc keeps freezing. I know it comes from the driver or from the card itself. If i reset my system to an older save its gone and if i update it i cant do anyting with my pc. I only have this problem when i update the driver for my grapics card. I own a gigabyte rtx 2080 super oc. The second problem that i have is that my motherboard(Z390 wifi pro) keeps making a buzzing noise comming from around the cpu. When my pc is under full load there is barely any noise but in idle mode the noise is abnormal. When i restrict the power to the cpu (in windows configuration) the noise is less there.But yeah when you have to restrict your cpu its stupid. I hope you guys can help me with this. I am really out off ideas

Dude i think i am going to kiss you finally it works. Juist the buzzing noise is still there but the gpu driver now works. Juist weird that i cant install all the chipste driver updates

Not sure about the buzzing noise. But maybe unplug all the fan maybe you can find it

It comes from the capacitators around the CPU

I would call the motherboard company

 

My guess either exchange the mother board or the psu
