Cloning An Entire Installation of Linux To A SSD

What is the best way to clone an entire linux installation to a new drive?

If the destination drive is the same as the current drive, I normally use a hardware drive dock that has the ability to clone. Similar to this, though mine is going on 4 years old now. https://www.amazon.com/Sabrent-External-Duplicator-Function-EC-HD2B/dp/B0759567JT

 

If the destination drive is larger it will also work, just not if the destination drive has less storage capacity. Best practice is to re-build rather than clone in my books, but that's due to my lack of knowledge with imaging software in linux.
