Found this

"Microsoft SMB Protocol is most often used as an Application layer or a Presentation layer protocol, and it relies on lower-level protocols for transport. The transport layer protocol that Microsoft SMB Protocol is most often used with is NetBIOS over TCP/IP (NBT)"

So it sounds like the protocol used for presenting the data is samba(cifs) but the underlying protocol for transporting the data is netbios. So I guess the technical answer is both? Best guess would be cifs though.
