the same thing happened to me i have 2 secondary hdds and they both turn of and a little later turn on again. I dont think your drive is broken, but its always good to have back ups. The reason for the spin ups is actually usually windows. By default mechanical hdds are configured, so they turn off after some time to save energy and last longer. However as soon as the computer needs something from the drive it will spin up again thats why... Though you can switch the turn of function off, somewhere in the energy configurations of windows ;)

 

Edit: Sorry misread 30 min and 30 sec... Backup your files and check the power connector, then rma

 

Edit 2: Actually are you sure weather it is really spinning up and down? because the number of spin up trys in SMART says 0.
