Games, programs or workloads that it will be used for: Computer programming and graphics designing. Extreme gaming. 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): The best available in that budget. AMD processor ( Ryzen 3rd or 5th). Gpu ( best if 3000 series or better). Motherboard that can handle these the best. Monitor that doesn't leave those graphics on the bench and 1ms response time.

He definitely asked for a build for $1500-3000 with the best bang-for-the-buck afaik.
