My CPU was about 70 degrees on idle and for seemingly no reason it just dove down to a record low temp of 31 degrees with no change in CPU usage or fan speed. This phenomenon happened multiple times lately ever since I reapplied thermal paste 2 days ago. Anyone knows what's up?

First, what are you using to see this temperature? HWInfo or AIDA64 are the only reliable software options. HWMonitor and coretemp are unreliable, especially on newer hardware.

Thank you. I was using a program called Coretemp. I installed AIDA64 and they're showing the same temperatures right now (about 33 degrees)

That's great - always a good idea to verify the temps you're seeing are correct.

 

As for jumping about - my i7700k will jump about at idle a fair bit, despite no obvious load changes, and it can even be unrelated to the core frequency too. Water cooled with LM, so lower overall, but a similar change to yours.

 

Ambient 21C, idle varies from 27C to 52C just sitting on the desktop with CPU usage under 3%.

 

Was it sat at 70C for long on idle, or did it just get up to that for a short while?

It sat around 70C for a few minutes just after starting up my PC, after which it went down to lower 30s where it has ever been at for hours now.

So, normal then... most Windows PCs are going to be doing various things in the first few minutes. Definitely not idle in that time - even though usage may be low as viewed in task manager.
