not really. Even very high quality and silicon winners cap much lower than that on Ryzen. Remember clock speed isn't everything a higher ipc can easily allow a processor to overtake a "faster" processor.

depends on the cpu bugt you can not do that high with threadrippers

Yes. Dude back in February slapped a 3990X to 5.5 on all cores. That’s on LN2 and not sustainable or at anything near safe voltages, so if you’re asking if you can daily a 5.0 or higher allcore, not at all. IIRC they cap out around 4.6-4.7 allcore, probably lower if you aren’t willing to risk chunkier voltages.
