HTML iframe element on kodi or plex

As the title suggests I was wondering if it would be possible for either kodi or plex read an HTML element (which is a video source) and display it.
For example:
<iframe src="http://www.randomsite.com/play.php?videosource=something&amp;height=400&amp;width=600" height="410" width="610" scrolling="no" frameborder="0" allowfullscreen=""></iframe>

Where the underlined text is the source website.
