Game microstuttering Please HELP

I've just recently built my first PC that I am using with my Sony x900e TV. I was experiencing screen tear and microstuttering until I enabled fast sync in the Nvdia settings which removed the tearing but the graphics still microstutter when I move the camera in-game.

I am using RTSS to framerate limit all of my games to 60FPS since my TV only has a 60hz refresh rate at 4K. I've looked up multiple ways to optimize performance on windows, but nothing seems to completely get rid of the stuttering. I also overclocked my GPU and CPU but the problem is still there. I am wondering if is a performance issue or if I should upgrade to a better monitor. Here is my setup, if anyone could please give me some insight as to why this may be happening as well as any solutions. Thank you

It might be that it just the drivers not really being optimized yet.

When i ask for more specs, don't expect me to know the answer!

When I have my 2080Ti UP AGAINST the PWRLimits it can 'not always but does randomly' have a stutter associated with a "more than 15Mhz" clock drop and recovery moment.

Could be not it... could be something.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Hopefully its just a driver issue that nvidia will solve soon because ive tried every optimization trick I could find on the internet and nothing seems to work. Wish I could enjoy the performance I've paid for but hoping it gets fixed before the next gen titles release

I was digging around my power option and I change my PCI Express> power management from moderate to off and for me I haven't had a single crash since yesterday so far all the games I tested has no issue.
