My brother's PC has been having issues. It takes multiple reboots or a long wait for the Windows log in screen to turn on. When it doesn't boot, there is a VGA error light. I swapped his GTX 970 for my old 980ti. When he is using his PC sometimes it randomly turns off. This has to be a PSU issue, right? He has a Corsair CX550

although it sounds like psu, there are a few other things it could be, such as mobo, ect. the only way to know for sure before buying a psu would be to try the other one. not exactly a good way to gauge a bad psu, but are the voltages good with low fluctuation in the bios, or hwinfo?

I'll see if I can get into BIOS. what exactly am I supposed to look for?

if the 12v rail voltage is within spec. should be between 11.4v-12.6v. also, see if it fluctuates a lot. i have seen bad psu's in the correct spec before, so it isn't a great way to know if it is bad.

Yeah sounds like PSU, I would take out your motherboard CMOS battery first however, wait a few minutes, put it back in, then see if you can get a boot just in case it is an issue with booting. Other than that yeah looks like you might be in the market for a new PSU.
