If i run a synthetic load or I'm working with 3d modeling I have no issues with usage. I've started to attempt to stream or even just play games. Prior to upgrading my usage was more *matched*

I used to run 2x960's on SLI and a 7800x and would see 80-90% cpu usage and 90/40% usage across my gpus

Now i run a 9820x and a 2070Super and its common to see 30-50% cpu usage and 40-60%gpu, i have all the setting maxed with RTX off and unlimited frame rate, but I'm only getting 105-125fps

current game is modern warfare

and suggestions? i can post screenshots if it helps
