Hey all, I’m having some problems with my pc:

i5 7600k

gtx 1070 strix oc

gskill rgb 3000Mhz

msi sli plus motherboard 

corsair rm750x 

I’ve had an issue where my gpu wouldn’t show signal in the top pcie port (fixed by using the 8x slot but still concerned) and my main issue is today I restarted my pc and got a blank screen and had to manually shut off the pc, after this I got signal again and went on for while, I decided to update my pc later today and once the update was done I had the issue of not getting a signal again I manually shut off the pc and I believe this is where it started. I am in a consent boot loop it will shut off after the bios screen and will not go into recovery mode either. 
I’ve done some general troubleshooting like draining power and which cords and what not, I’ve also reseated all but the cpu as it’s a hassle to do that, from observation on the debug lights the cpu light comes on then that’s when the loop happens leading me to believe that it could be the cpu. Is there anything I can do to fix this or any tips before reseating the CPU or buying new parts. Any help would be extremely appreciated as I’m trying to avoid spending money.

Clear your cmos. Even if you have drained power, clear cmos and test again.

If that doesn't help, it sounds like reseating the CPU is your next step.

Then remove anything not needed to post. This included keyboard, mouse, and storage. Everything but the processor, memory, and graphics card.

If possible, you may also switch to onboard video if its an option for troubleshooting.
