As long as you are using a Microsoft account, your Windows license will follow you between installs.

 

I would suggest installing a new instance of Windows onto your 860 EVO and transferring files from your HDD. Once the necessary files are transferred, you can format your HDD and use it as additional storage.

I have a hard drive with windows 10 installed with a license key on my 1 TB HDD.  I would like to install a 250 GB Samsung 860 Evo.  Though I am using about 450 GB of storage on my HDD for a couple games and personal stuff that I would want to keep.  So is there any way for me to move the OS onto the SSD while keeping my files and still having my windows license.

So yeah the key is bounded to your account, but if you can get a lower grade ssd (the 870 evo is like the high end of SATA ssds) then you would probably be able to get around 480 gigs for like 15$ more, there is the KingDian s400 which is a nice one and very cheap (but still uses a good nand quality)

I already have the 860 so getting a bigger drive isn't an option.
