New GPU display glitch help!

So i bought a new gpu for my pc Galax Gtx 1650 Super and I've been having problems since the first day itself.

I formatted my pc and reinstalled windows and my graphics driver and nothing fixed it.

My old gpu GT 610 works fine.

PC specs:

Gigabyte H81M-S1 motherboard

Intel i7 4790k

Corsair 8Gb Ddr3 memory

500 GB Hdd

Asia Power AP600 Gold PSU

GTX 1650 Super

Please help!!

try resetting the bios

idk if it'll work cuz im not a technician, just try it

This certainly looks like a damaged GPU. RMA would be my next action.

What cable are you using? Is it the same as your previous graphics card? (HDMI, display port, DVI, via, etc)

Yes same HDMI cable

oof Galax GPU? I wouldn't use them unless it's the high end HOF series. See if you can find other brand's GTX 1650 Super

If that's the case,  double check that the cable is firmly plugged into your new card.  But if it is already,  then you're probably looking at a bum card.
