The increase in clock speed is effectively the card overclocking itself when its underload and temps and voltages are below what's safe. As for the fan speed I've ran into similar issues with a few different graphics cards, easiest way to fix it is to create a custom fan curve that disables the graphics card fans turning off completely and then more or less copy the standard fan profile from there.

I personally have done lots of testing with my card and watched temps and fan speeds on various different tasks and have found the perfect fan speed. I like the idea of fan curves but personally like a constant noise and when you are sitting at a PC for a longer session you start to not even hear it because it isn't changing speeds at all. Not the most efficient method but it is my method of choice. Definitely wouldn't recommend doing without knowing how your card reacts to certain tasks. 

I am not an expert! I have had experience building computers but in no way am I Linus! Please correct me if I am wrong, I would love to here your feedback!
