Help picking a new GPU

I have CPU (i5-10600k), psu (850w 80 plus gold), Ram (3000), my current GPU is 1060. I was originally planning to buy a RTX 2060 but NVIDIA announce the 30 series. I am willing to spend $400-$700 USA dollar .I am not sure if I should wait to buy a 3080 or 3070 is going to be hard I live near a microcenter or get a 20 series card. I use my pc for gaming only is all I care about. I am mainly upgrading to play cyberpunk 2077 hopefully max settings.
