CPU not running at base speed

Hi I notice my laptop performance dropping so I checked the CPU cores speed and found out it is underclocking as you can see also when I put the CPU on stress it is not changing not even going to 100% Also I've Checked my power options CPU maximum performance is set to 100%

Have you messed around in your BIOS? Depending on the laptop's manufacturer they can sometime put power management options in the BIOS settings.

On the CPU-Z stress test, make sure to tick the box next to the number of threads. Still only 40% use?

No my laptop is ASUS K56C and it's BIOS does not provide such options

Yes and i think i fixed it xD i restored default values in the BIOS and got these results
