building a streaming pc

so my friend wants to build a separate streaming pc to stream 1080p 60 fps from there ps4.

im not really sure how demanding streaming itself really is .

would a lower end system like a Ryzen 3 3100 and a gtx 1650 be able to handle 1080p 60fps

yes, but with the need for a capture card as well, it might be best to just get a dedicated capture unit instead of a whole PC. An elgato, for example, would be much more space efficient and cost efficient.

If you go the tower route, remember that a internal pcie capture card is better by leagues compared to a usb capture card.
It's not even about saving money here, a usb capture card is literally setting your money on fire, you were better off just using the playstations internal streaming if you go that route.
